Richard Fleder
Principal Owner & CEO
Richard Fleder has more than 40 years of experience in the insurance industry and has established and successfully exited several healthcare businesses, generating strong returns for investors.
  • In 1978, Richard co-founded Comprehensive Benefits (CBSC), which grew to become the largest third-party administrator in the Northeast. Through mergers and acquisitions, this company as Employee Benefit Plans (EBP), grew and was eventually sold to First Health, a division of First Data Corporation.
  • In 1995 Richard created Thesco Benefits, LLC (“Thesco”). This broker/consultant grew from a start-up to the 9th largest specialist in the country. Through mergers and acquisitions, this company (T&H group) was eventually sold to Alliant Insurance Services Inc., a portfolio company of The Blackstone Group.
  • ELMC was the latest venture in a series of successful insurance related entities Richard has created. Since 2013, Richard built ELMC through the acquisition of best-in-class MGUs with funding partnership from the investment firm J.C. Flowers & Co.
Richard graduated from Franklin & Marshall College in 1976. Shortly thereafter, he received the CLU designation from the American College of Insurance. Richard is a co-investor with Northlane Capital Partners in The Difference Card, which is based in Westchester, New York.  Richard has also been a member of the HMO Board of Directors of Oxford Health Plans as well as Unimerica Insurance Company of New York (Executive Committee member). He also has been a member of the National Advisory Councils of Aetna, CIGNA, HealthNet, and UnitedHealthcare. He was a member of the Legislative Council of NAHU and the founder of the Empire State Healthcare Coalition.
Mary Ann Carlisle
CRO & COO
Mary Ann joined ELMC in 2015 as Executive Vice President focused on Marketing and Operations. She has extensive experience as a senior operation, relationship management, and strategy professional responsible for driving opportunity in a variety of industries. Mary Ann began her insurance career in the legal compliance department of Comprehensive Benefits, where she met Richard Fleder. She also joined him at Thesco/T&H Group where she remained for 12 years, becoming leader of the Benefits practice. Mary Ann worked in financial services for several years before moving into the non-profit sector as Executive Director for a Philadelphia area scholarship organization. From there she was recruited to build the corporate sales channel at a large local communications company. Mary Ann has led the prescription drug companies at ELMC since 2018. She has built out the specialty drug programs and overseen the growth in these programs. Mary Ann also managed the rebuild of the Tesser platform. She received a Bachelor of Arts degree in history and sociology from Mount Holyoke College.
Riyaad Seecharan
CTO
Riyaad Seecharan serves as ELMCRx’s Chief Technical Officer. He leads the strategy for technology platforms, partnerships, and external relationships. A veteran serial entrepreneur, he has served on the management teams of numerous startups and been involved in multiple “exits.” He is an expert at designing, creating, and building software, having developed products for NASA Kennedy Space Center. One of Riyaad’s core interests is in using behavioral science to lower pharmacy costs for self-insured employers. At ELMCRx he drives a vision of delivering innovative patient-centered health care experiences through technology. In addition to creating health care products, Riyaad worked at the Developmental Cognitive Neuroscience Laboratory at Florida International University and various South Florida Hospitals and has been a speaker at the South Florida Business Journal Healthcare Series, Ignite Miami, Web Congress, Health 2.0 Miami, AARP Innovation 50, Employee Healthcare & Benefits Congress, and the Global Wellness Institute Round Table. In addition to Riyaad’s roles at Tesser Health, he currently serves on the corporate advisory board for Zagada. Previously, he was on the corporate board for Apptimum, prior to its acquisition by Microsoft. He has consulted with Fortune 500 companies such as Wal-Mart, American Express and TradeStation and organizations such as Dell, IBM, and Intel. Riyaad studied computer science at Florida International University.
Rajesh Thomas
Director of Clinical Pharmacy
Raj Thomas serves as ELMCRx’s Director of Clinical Pharmacy. In this capacity, he is responsible for the clinical activity within ELMCRx’s specialty and non-specialty programs, including all prior authorization reviews, non-specialty cost containment, and clinical consulting activity. Raj brings more than twenty years of clinical and pharmacy leadership experience to his role at ELMCRx, including more than a dozen years of experience in pharmacy management in managed care, long-term care, and retail pharmacy settings, and senior clinical responsibility at the largest national hospice PBM. Raj’s clinical experience is complemented by pharmacy operations experience. He oversaw home delivery and clinical support operations for a large national PBM including mail-order, specialty, hospice, and manufacturer programs. He has extensive experience in contract reviews and the creation and implementation of clinical programs. Raj obtained a Master’s in Science at the University of Florida, Gainesville, and a doctorate in pharmacy at Midwestern University in Arizona.
Lowell Cloete
Consulting CFO
Johannes “Lowell” Cloete has 30 plus years of experience in finance and accounting, both from a consulting and an operational perspective, working at Deloitte, AIG, T&H Group, FOJP Service Corp/HIC and ELMC Risk Solutions, LLC. Lowell is initially a Consulting CFO to ELMCRx Solutions and will potentially move into a full-time role when the company grows. Lowell was one of the three founders of ELMC Risk Solutions in 2013 and served as consulting CFO until 2019 As the full-time CFO, Lowell was responsible for finance, accounting, due diligence, human resources, information technology, compliance, and the office facility departments. Lowell was also key to the capital and debt raising, integration of acquisitions and the sale of the core operations to NSM Insurance in 2023. From 2015 through 2019, Lowell served as Special Advisor to the CEO of FOJP Service Corp and its affiliated entity Hospitals Insurance Corporation, until their sale to The Doctors Company in 2019.  From 2013 through 2014,  Lowell provided due diligence advisory support on the sale of the largest private health care exchange, oversaw the sale of an insurance broker and provided strategic advisory support to several insurance services businesses. From 2007 through 2012, Lowell served as the CFO of T&H Group until its sale to Alliant Insurance Services. Prior to T&H, Lowell worked for the International Commercial Lines Group of AIG, where he was hired to establish the Strategic Risk Analysis Group. Lowell started his career with Deloitte in South Africa and later transitioned to that firm’s Hong Kong and New York offices. Lowell became a Senior Manager working in the M&A Due Diligence Services Group. In that role, he directed comprehensive finance and accounting due diligence, project management, and information systems transaction support for leading private equity firms and corporate investors. Lowell is a United States CPA, as well as a South Africa Chartered Accountant. He graduated from Rhodes University with a Bachelor of Commerce Honors degree and holds a Master’s in Business Administration from the Columbia and London Business School joint MBA program.
Kevin Garvey
Clinical Director, Tesser Programs
Kevin Garvey, PharmD, MBA Kevin has spent the last decade as a practicing clinical pharmacist and operations manager serving in a variety of settings. Most recently, Kevin worked for CVS/Caremark and helped oversee a large operations hub, servicing tens of thousands of long-term care patients in Pennsylvania and the surrounding Tri-State area. During his tenure there, Kevin was part of a leadership committee tasked with integrating newly acquired business and identifying opportunities for greater efficiency across the entire enterprise. Kevin earned a Doctor of Pharmacy degree from the University of Rhode Island in 2012 and his Master of Business Administration from Rowan University in 2020.
